For a long time members of the police authorities of Bosnia and Herzegovina are participating in peacekeeping missions of the United Nations and other activities abroad. During these activities, they were equipped with uniforms of the institutions from which they originated. Given that the uniform of a police officer is not standardized on a state level, it resulted in a variety of different uniforms. These uniforms were also generally not adapted to the climatic conditions of the area in which the missions were carried out.
It is important to emphasize that this situation was contrary to the regulations, because the Rules of Procedure of sending members of the police services in Bosnia and Herzegovina in peace support operations and other activities abroad, selection and training, rights, obligations, responsibilities, treatment by members of police services for the duration peace support operations and the return of peace support operations, the rights, obligations and responsibilities of the commander of the contingent stipulates that the Ministry of security of Bosnia and Herzegovina, for the needs of the police officers involved in such missions and activities, shall provide appropriate uniform with the state codes that this uniform is uniform and adapted to the climatic conditions of the country in which to conduct peace operations. Bearing these facts in mind, the Parliamentary Assembly of Bosnia and Herzegovina in November of 2015 adopted a conclusion to the Ministry in charge of security, in a very short period of time (30 days) it initiates creation of regulation in order to regulate matter in question. Given the importance and urgency, the Police Support Agency hired all its capacities and managed, even before the expiry of the time limit for initiating the development, to prepare a draft of Regulation on the uniform and equipment of members of the police authorities in peace support operations and other activities abroad . Proposal of the Regulation was sent for further adoption procedure.
The regulation was drawn in accordance with experiences of people who have taken part in peacekeeping missions of the United Nations. The needs of the members of the police authorities in such missions were taken into account. It is important to note that when going on a mission it is not possible to determine all the activities in which a member of the police authority is to participate in. This is determined by the United Nations after the arrival of members at the destination. For this reason, the person going on a mission should have all the equipment and parts of uniforms that could be needed in the respective mission.
Considering the above, it was necessary to provide three different uniforms (work, tactical and ceremonial) while leaving the possibility that the institution which exercises referral orders parts of the uniform who will be assigned to a specific mission. Furthermore, given the fact that it is not possible to determine all the localities in which the members of our police authorities are to be sent, there is a possibility to determine more accurately, during the process of procurement, the color of tactical uniforms, and allocate those parts of uniforms that best suit the climate in the area of the execution of the mission.
We emphasize that the adoption of this regulation will solve many problems that exist in the public procurement procedures as detailed descriptions of the work, tactical and ceremonial uniform, and technical specifications, specify the subject of procurement and give the ability to control the quality of uniforms.
